“Greenfield” Terminal Startup Package Contents Summary
Typically, we will place on site a multi-disciplined team consisting of Master Mariners and Chief Engineers who will carry out the work and training. All personnel will be fully qualified and experienced in their designated fields to carry out their duties and full support will be given from the Company’s European offices.
All our Master Mariners have extensive experience in the management of oil & gas import / export terminals, both alongside jetties and at offshore terminals and are fully conversant with the problems that can arise during construction, commissioning and operation of a multi-function port. In addition we supply a pollution expert who wiill concentrate his time on developing contingency and pollution clean-up plans.
We feel the composition of this team, with it’s blend of technical expertise and experience, is perfectly suited to partner the clients personnel in the task of commissioning and running any new terminal, or port.
Our site team will report to, and be supported by, our Head Office in UK who will oversee and manage the project as well as provide technical support.
Typically the project will consist of the following phases :
Phase One - Procedures and Manuals development
The Master mariners will commence preparatory work on operating guides and manuals. This will consist of studying hydrographic, oceanographic and meterological data, supplier's manuals and design study data and prepare draft copies of port information book, operations procedure manuals, safety manuals and training manuals.
The Engineer will study the design data and suppliers manuals and prepare draft copies of maintenance and port fleet maintenance manuals.
Phase Two – Manual Delivery & Training
The Master mariners will attend meetings with the client to discuss comments on manuals and document books, and will then update the books with the agreed changes and pass for printing.
The two captains will then commence classroom training of personnel. This training will consist of manual and document book contents and site and equipment familiarisation.
The pollution expert will study hydrographic, oceanographic and meteorological data and prepare draft copy of significant incident, pollution clean-up and training manuals.
Pollution clean up training and the oil spill contingency plan will follow.
Phase Three - Operations
The project leader will attend a meeting with the client for the final approval and hand over of all manuals.
The Master mariners will attend site to carry out pre-start up audits.
One of the Master Mariners will accompany and assist the clients mooring master for the first series of bethings, oil transfers and unberthings
Phase Four - Quality Control
In order to fully benefit from the intensive training given, it is important that the lessons are continuously applied. Consequently we will perform annual audits to verify the correct implementation of systems, procedures, documentation and personnel performance. We will also take the opportunity to discuss with all the staff involved any problems, concerns or ideas they may have. A report will be written following each audit giving our findings and recommendations. Each audit will require one senior consultant for a period of 10 days.
